The Carroll County Arts Council will celebrate the 23rd year of its signature holiday event, the annual Festival of Wreaths silent auction, which typically attracts hundreds of visitors to downtown Westminster. Due to COVID-19, the format of the event will look different this year, but it will still be a festive way to kick off the holiday season. Depending on the current restrictions, the Arts Council plans to have an in-person display with necessary safety precautions. But for those who aren’t comfortable attending, the Arts Council is excited to announce that the auction is going mobile this year! The Festival of Wreaths will be using HANDBID, a mobile silent auction platform that allows you to bid from your smartphone or computer, either in-person or from the comfort of your own home.

Individuals, schools, businesses, and non-profit organizations are encouraged to participate by creating and donating a wreath to display in the silent auction. Adding branded merchandise or gift cards to a wreath is a fabulous way to shine the spotlight on one’s mission or business. The Arts Council will also welcome donations of original holiday, winter-themed artwork, and other seasonal fine crafts.

Registration for decorators begins September 15 and closes October 31, 2020, or earlier if the maximum number of entries is reached. Decorators can view the guidelines and register online at or call 410-848-7272 for assistance. Finished wreaths and artwork must be delivered to the Arts Center during regular business hours on November 7, 9, and 10.

“This year has been a financial hit for many individuals and businesses and the Arts Council is no different,” says Executive Director Judy Morley. “Our galleries and gift shop have reopened, and we’re solidifying plans to open the theatre soon, but having no events for the past six months cut off a major revenue stream. The Festival of Wreaths fundraiser is more vital than ever this year to help sustain this unique community resource until we can resume normal operations.”

The auction will be open to the public for bids online on Friday, November 27 at 10 am and will close on Sunday, December 6 at 4 pm. Bidders do not need to be present at the Arts Center to participate, but will be required to pick up their wreaths in person. This free event is sponsored by the Carroll County Times and PNC Bank.
