The Child Advocacy Board is to provide citizen involvement in child welfare
issues.  ICAB has two volunteer programs.  The Court Appointed Special
Advocate Program (CASA) and Foster Care Review Board (FCRB).  The Child
Advocacy board recruits, trains, and supprts community volunteers to serve
as an effective voice in court for abused and neglected children.

CASA Advocates are trained volunteer advocates serve children in juvenile court.
They are appointed by the cour to work for the best interest of children who are
abused or neglected.  They get to know children by visiting them montly and
visiting all other parties in the court case.  They used collected information to
inform the Judge and others about the child's needs including making a recommendation
for a safe permanent home for the children.  They write a report and attend
court hearings to advocate on behalf of a child.  This is a meaningful way to
advocate for children in the community.

The Foster Care Review Boards is a less formal forum to hear about the progress and
problems being encountered and to suggest solutions in the form of recommendations
from trained and invested citizens with a variety of life experiences to draw from.
The review process identifies system barriers to safety, timely, permanency, and
child well-being as well as monitoring Iowa's compliance with important federal
funding requirements.  The Clay County Board meets monthly for a half day to
review children in foster care.
